Victory Beach is the farthest north of the developed beaches on the Sihanoukville Peninsula.

The area actually includes a pair of beaches, separated by a headland where the Victory Monument is located, and the small ‘town’ on top of Victory Hill, which is also known as Weather Station Hill. The southernmost end of Victory Beach is known as hawaii-beach.

A combination of white sand and cheap accommodation established Victory Beach and Hill a haven for backpackers during Sihanoukville’s early years of post-war tourism. Over the years, the ‘town’ on top of the hill developed into a red-light-district of sorts, which arguably facilitated the development of budget guesthouses in serendipity-beach (and the abandonment or degeneration of those on Victory Hill). Today, the ‘town’ atop the hill still has of a number of hotels and restaurants, as well as a convenience store with an ATM. However, in addition to the questionable quality of the establishments utop the hill, it’s also a 10-20 minute walk up or down the hill between the beach and most guesthouses.

While the hilltop remains a slowly decaying community of bars and mediocre budget guesthouses, the beaches are still quite nice. If you are renting a motorbike, its worth driving along the coast, through Victory Beach, to check out the beach, the monument, and a few other interesting statues along the way to the port, which lies just north of Victory Beach. You may also enjoy a sunset cocktail at the Airport Bar or a stroll on the pier, where local children and fisherman frequently gather.

Victory Beach is located west of Sihanoukville town and north of Independence Beach, a 10-15 minute tuk tuk or motorbike ride from town or Ochheuteal Beach. Victory Beach can be visited on a bicycle, though a few of the hills along this portion of the coast will get your heart-rate up in the heat of the day. Sihanoukville is located 3-5 hours from Phnom Penh by taxi or bus and 3-4 hours from Koh Kong.
